From the CEO

This will be my last newsletter as CEO of the CLSB. It has been a pleasure to meet so many of you during my time here; I feel privileged to have become part of the Costs Lawyer community. Let’s take a look at what we have achieved together over the last five and a half years.

Overall, the CLSB has transformed from being the poorest performing legal regulator in 2019 to being the joint highest performing legal regulator in 2024, as assessed by the Legal Services Board. This shows what a small profession can do when everyone is pulling in the same direction.

This transformation has allowed us to deliver the following improvements for the profession and its clients:

  • A complete review of all our rules, guidance and policy statements between 2020 and 2023, ensuring they are fit for purpose and operating effectively.
  • The introduction of online application forms for all processes, including renewing your practising certificate.
  • A new relevant and robust Code of Conduct, establishing the core ethical standards for modern costs practice.
  • An Ethics Hub for practitioners, offering practical resources to help you navigate ethical challenges in your working life.
  • Launch of the Costs Lawyer Professional Qualification, along with a new framework for Qualifying Experience.
  • Development of a Competency Statement and Ongoing Competency Framework for the profession, defining what Costs Lawyers, their clients and their employers see as essential aspects of the job.
  • A move to complete transparency and openness, publishing all our board papers, minutes and decision documents online.
  • A deep knowledge of the profession through research and data capture, including in important areas such as the use of technology and AI in costs, diversity in the profession, and the role of Costs Lawyers in the wider legal sector.

Many more initiatives are underway, including our campaign to make Costs Lawyers eligible for judicial appointment and development of the Costs Lawyer apprenticeship in collaboration with ACL Training and employers.

This is just a snapshot of what we have managed to achieve together during my time at the CLSB. I have no doubt that I leave the profession in safe hands.
